    "content": "Mr. Deputy Speaker, Sir, the Committee is mandated to consider all matters relating to devolution; intergovernmental and inter-county relations; governance and, management of county governments, cities, towns and urban areas. Many counties are facing various challenges such as budget making process and health issues. Kitui and Taita-Taveta counties have faced challenges in the budget making process while Laikipia, Kakamega and Kirinyaga counties are having health challenges. Specifically, let me inform the House on the budget stalemate in Taita-Taveta County."
