    "content": "we have a Message before us. The country is in a paralysis for over two months. Some county governments, if not all, are almost grinding to a halt. Strikes have been announced by workers who have not been paid. The Senate should not be seen anywhere near anything that contributes to the unending squabbles. It is my plea that we consider this Bill and return the Message from where it came from. As we go on recess, nobody should blame this House for playing hide and seek with Bills and trying to look big and superior. Colleagues, I thought I should make that communication but it is not meant to gag you. In fact, on the contrary, I have already said a few things. I will not be surprised if you have some things to say just to express your displeasure because you need to rebuke childish and juvenile behaviour by people who have been entrusted with a serious duty on behalf of the people of Kenya."
