In fact, the most incurably defective legislation passed in a House of Parliament as at today is the Appropriations Bill passed by the National Assembly. I urge this House to stand and speak with one voice. Our integrity, dignity and the very existence of this House is under attack. The attack on this House is an attack on devolution. People voted for this Constitution because of devolution. I beg to submit."
