    "content": "talking of higher figures and I remember myself raising this, is the fact that Kenya is a signatory of the Maputo Declaration. In the Maputo Declaration, 10 per cent of the budget - not of audited accounts - is supposed to go to agriculture. The rate of 15 per cent is supposed to go to health. Those two dockets have been devolved 90 per cent. I think it is time we came back and relooked at our budgets in relation to the commitments that we have made internationally, continentally and nationally, so that we budget and allocate money with reasons.
