    "content": "Thank you, Mr. Deputy Speaker, Sir. I wish to join my colleagues in supporting this Bill as read. I hope that we shall make the necessary amendments when we get to the Committee of the Whole Stage. I remind this House and the ‘Lower House’ that the reason Kenyans gave themselves this Constitution was, first, to create institutions. When you have a country that does not respect institutions that it has created, that country is headed to anarchy."
