    "content": "Thank you, Mr. Deputy Speaker, Sir. I will be very brief because a lot has been said. I stand to support this Bill. I am a Member of the Finance and Budget Committee. I need to state that the figures which were given by the CRA are very clear. They are scientific. I do not understand the justification of the National Assembly for increasing it from Kshs314 billion to Kshs316 billion. They have no scientific justification of Kshs2 billion. To that extent, they are faulted. Article 216 (1)(4) of the Constitution which you cited is very categorical that ‘Parliament’ constitutes of the National Assembly and the Senate.
