    "content": "In that collective responsibility of the Government, any Minister can answer any Question on the Floor. The Minister for Agriculture can choose to answer a Question on finance. That is the essence of collective responsibility. But having said that, it is the tradition that the relevant Ministry should answer the Question asked. The Chair’s understanding of this is that you are worried about the congestion of traffic and the man hours that are lost. That does not fall within the Ministry that is mandated to lay the infrastructure. This is, probably, in another Ministry."
