    "content": "Lastly, I wish to make it clear that whereas cancer is a problem and whereas we have urged the Government to act, there are those who have said that health is devolved and so there is only so much that the national Government can do. It has led to the suggestion that as we are re-thinking about re-working our Constitution, we should reconsider the idea of devolution of health. I must say that there are some constituencies that have done very well in terms of health and the idea of devolving health may have worked in some constituencies. However, looking at the country as a whole, it has not generally worked because there are many more constituencies where it has failed than where it has worked."
