Temporary Deputy Speaker, we are suffering the decision that was made at the summit and we are suffering the misinterpretations by the bodies that were charged to implement the Constitution that misled people to believe that health was devolved. I wish to draw the attention of my colleagues to the Fourth Schedule Part 2 (2) of the Constitution which defines the respective functions. Where you will find the only things which were devolved were county health facilities. When we were writing the Constitution, we contemplated the county health facilities to be those which were previously run by the municipal councils including dispensaries. Primary healthcare is also devolved since it was always run at that level including ambulances, licensing and dispensaries."
