It was contemplated that in each county what is currently called the county health facilities would be converted to national referral health facilities. The Fourth Schedule Part 1(28) of the Constitution, the Health Policy is still retained by the national Government. It is up to the national Government to bring a detailed Health Policy to this House on what they would want the county governments to retain in terms of primary healthcare and county health facilities."
