    "content": "Mr. Speaker, Sir, the Deputy Prime Minister and Minister for Finance is not the Minister for East African Community. He is assuming a role that is not his by talking about tariffs on East Africa and yet the relevant Minister is articulate and is able to do that job. The Deputy Prime Minister and Minister for Finance should consult him before he comes to give an answer in this House. Considering the fact that the Deputy Prime Minister and Minister for Finance has indicated that he will allocate funds to the Ministry of Agriculture to purchase wheat from the farmers and said that millers will buy this wheat first before they use imported wheat, could he assure this House that he will, indeed, allocate the money to the Ministry of Agriculture, and that the price which every farmer will be paid to be able to sort out his debts is Kshs2,700 per bag? That is the minimum production cost incurred by farmers."
