    "content": "Madam Temporary Speaker, when you look at this Bill, you realise that it is not well drafted, to be honest. I join Sen. Wetangula in noting this. It can benefit from our inputs here. To begin with, it seems to localise heroes to counties. I agree because if you look at the memorandum of objects, that is the aim. It is also true that we can have people who are honoured not only in their counties of origin, but nationally. Yes, it enables the governor and the County Executive Committee Member (CEC) and the Committee to make that determination. However, it should not be specifically that those who are honoured in a certain specific county can only be originating from there."
