    "content": "Madam Temporary Speaker, there are some things I would also like to point out substantive to the Bill. One, in terms of the Hall of Fame we need to be careful because after the passage of this legislation, we will see counties putting budgets to put up these halls of fame. We know the shenanigans we went through with the issue of the governors’ mansions in counties and county assemblies’ offices. Let not this be another corruption avenue where people inflate the Bill simply because they would want to be seen to be honouring their heroes. It needs to be through my Committee on Finance and Budget so that we may have an elaborate mechanism at a point where within the life of this Twelfth Parliament and Third Senate, this becomes an item for expenditure that is well monitored."
