Clause 12 (b) talks about a county or country, whereas Clause 12 (c) talks about a State or Public officer who has made an exemplary contribution to the betterment of the county government. I have a little problem with that. This is because a State officer may be a resident of Uasin Gishu County, but has an impact in Kitui.
