    "content": "Mr. Temporary Speaker Sir, the World Water Conference (WWC) was a very interesting forum, and it meant a lot to the issue of water the world over. A lot was discussed, and among what was discussed in the conference was that water should belong to all. Water should not belong to individuals, institutions, organizations or individual counties. I have just added the last one, it was not discussed there. Water is life and it is a very important commodity. The discussion on water was very important in the 1980s in Kenya, such that it was the talk on the streets of Nairobi and every town in this country. It was envisaged that by the year 2000, every household would have portable water. It was also envisaged that there would be adequate reticulation across the country to every house so that every person was served with portable and clean water in their houses. Unfortunately, that is yet to be achieved. It is imperative that the Government plans to give every person living in this country water."
