    "content": "(Prof. Saitoti): Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 22 of the Bill be amended in sub-clause (1) by inserting the words “on the advice of the Commissioner of Police” immediately before the words “by notice” Again, this amendment is brought in response to observations by the Members who contributed during the Second Reading of the Bill. They observed that Clause 22 as it stands gives too much discretion of powers to the Minister to declare a group a criminal organized group. Therefore, this is to ensure that the Minister acts on the advice from the Commissioner of Police, who will have carried out investigations complemented by the intelligence sources to ensure that the group that is being declared an organized criminal group is, indeed, an organized criminal group."
