    "content": "Hon. Speaker, the Bill requires that the Council of Governors (COG) only appoints one person and then there are three other persons who come from the national Government. Out of a Committee of 11 persons, we only have three or four people who can really be seen to be independent to guide the Government in administering the Bill when it becomes an Act of Parliament."
