    "content": "As I conclude, allow me to make a comment on the establishment of the National Lottery Distribution Trust Fund as provided for in Clause 89. The membership of the Board of Trustees seems to be heavily tilted towards the national Government. There is the Principal Secretary (PS) responsible for matters relating to gaming or a designated representative and the PS responsible for the National Treasury or a designated representative. The practice of a Board of Trustees, even among pension funds, is to minimise the influence and control of the promoters or national Government. I suggest at this particular time that we need to review the same. Again, there is a requirement that a person whose spouse, immediate family members or anybody related to the management of the Authority shall not be a member of the Board of Trustees. This means that it is a contradictory given the other matters."
