"content": "It is amazing that a number of officers in the Civil Service have not appreciated what these things entail. When you have the Office of the Auditor-General, which is an independent office created by the Constitution, vacant for three months, you sabotage the implementation of the Constitution. It is a very serious thing that has been done. One would even need to educate those concerned why it was necessary to create that office independent of the national Government. It was because we thought that by doing that, we would function in a more efficient manner without being hindered. When the Executive fails to appoint the Auditor-General, they are doing exactly what we were fearful of when the Constitution was passed. The Central Bank of Kenya, the Capital Markets Authority, the Ethics and Anti-Corruption Commission, KPLC, KenGen and the East African Portland Cement cannot process their accounts because the Auditor-General is not in office. It is important that other than just giving an extension of time to the authorities and as you said those heads, it is important to prescribe some punishment - I do not know of what nature - for failure to do it."
