    "content": "The other aspect is about the Chief Land Registrar. This individual has been given a lot of powers. We know that power corrupts and absolute power corrupts absolutely. This individual needs to be given a “speed governor” to slow him down so that he is not given absolute powers as has been alluded to. When we have electronic land transactions, we want to make sure that all the loopholes where fraud can be perpetuated are sealed. For us to be satisfied with that and for us to go together with the new development in terms of electronic land transactions, we have to be satisfied that all the loopholes are sealed."
