    "content": "Hon. Mbadi has mentioned that in this Budget, we have a lot of new projects proposed. While we appreciate that there was need to realign the Budget with the Big Four Agenda, we must note that while that makes a lot of sense, the timing is inappropriate. The HANSARD can bear us witness that we said in this House when we were doing the Annual Estimates that the Budget for the Big Four Agenda had not been properly factored into the Budget.
