    "content": "Mr. Speaker, Sir, the answer by the Minister is so full of contradictions that the only conclusion the House can draw is that the Ministry is perpetuating discrimination against persons with disabilities. Part “c” of the question by Mrs. Odhiambo-Mabona asks: “what steps is the Ministry taking to ensure that failure to appear will not attract any penalty of Kshs7 million”? The answer the Minister has given is that the National Paralympics Committee has no rules or regulations banning or imposing fines to countries which fail to participate. In the next sentence, the Minister says that the Ministry will discuss the issue with the World Organisation of Volleyball for the Disabled to ensure that a ban or fine is not imposed. How is it possible then that, in one way, the Ministry is saying there are no rules or regulations for imposing penalties and in the next sentence, they are saying they are going to discuss with the world body to ensure that no penalty is imposed? This is a clear contradiction. How do you reconcile that?"
