    "content": "by big companies before. Other small-scale miners have been mining in other counties but they are experiencing a lot of challenges. There is a lot of uncertainty in the Mining Act with regard to getting licences. Big companies get licenses easily and have ease of doing business. I therefore urge the Committee on Lands, Environment and Natural Resources that will look into this issue to take the welfare of the small-scale miners into account, so that they also benefit from the mining business."
