"content": "Thank you Madam Temporary Speaker. I will just state that it is Wakarura, similar to Karura Forest. I rise to second the Statute Law Miscellaneous Bill and also just point out a few of the things that we felt in some of the Committees that I sat in, that it was necessary to bring out. Additionally, given that it is a lot of different laws that are in this Bill and different Committees have gone through the Bill, it seems they have done a good job. Beginning with Betting, Lotteries and Gaming Act, we noticed that a lot of the changes that have been brought to this Bill have to do with enhancing penalties. I believe that as a country, at this point in time, betting, lotteries and gaming have become a big deal and a pastime for most of the people. This was not the case a few years ago. However, when you look at some of the proposals and amendments being proposed here, it is quite concerning. For example, when you look at Clause 5(4) where they want to delete Kshs5,000 and six months and substitute therefore with the expression “Kshs1 million and three years”. How do you move from Kshs5,000 to a Kshs1 million? This seems a bit unreasonable. It begs the question as to whether the relevant Ministry is trying to legislate The electronic version of the Senate Hansard Report is for information purposesonly.
