    "content": "Mr. Speaker, Sir, one big problem with this Government is that it totally operates in an isolated way. That is not the responsibility of the Ministry of Finance alone. This particular Ministry of Gender, Children and Social Development has such programmes as the Orphaned and Vulnerable Children (OVC). They can, in the same way, design appropriate strategies and policies to get businessmen and individuals to contribute to the welfare of Kenyans. Why can the Ministry not do that?"
