    "content": "The Chairman of the Powers and Privileges Committee is the Speaker himself. You could easily find yourself being discussed on the Floor through a report. I have been here close to 13 years and I have never been discussed. Hon. Speaker, apart from the Division of Revenue Bill and the County Allocation of Revenue Bill, the rest of the budget-making process is an exclusive domain of the National Assembly.
