    "content": "Once we pass the Appropriation Bill on this Floor of the House, any amendment can only be done with concurrence of this House. Under the presidential system, the National Treasury must ask Parliament for concurrence. These are not the days of Hon. Amos Kimunya who could do anything that he wanted because that was a parliamentary system. There is a big difference in the presidential system. Wherever he is, he must listen to me.
