    "content": "I stick to the amendment to Clause 5(b). The amendment to this is justified because deleting sub-clause 3 would otherwise have elevated this authority to the standard of an independent commission under the Constitution. This is an authority under the parent ministry. Therefore, it cannot be taken to be independent. I have consulted the Chair and I believe in the concurrence with that amendment by deleting Clause 5(b)."
