    "content": "I also want to clarify again, in my view, concerning this particular Bill. It is not the number of Bills being amended that would perhaps raise issues, it is the substance of those amendments. In fact, the more the Acts of Parliament being amended, the better because that then qualifies to be a miscellaneous amendment Bill which amends various laws instead of bringing one by one. However, the amendments should not be so substantive as to defeat the object of a miscellaneous amendment Bill."
