    "content": " Thank you, Hon. Deputy Speaker. My microphone needs to be fixed. It always has issues. As I rise to second this Motion, Order No.15 on approval of a nominee for appointment as the Controller of Budget needs to be approved as soon as possible. Right now, counties cannot spend money. At least Parliament is a little bit better, but counties cannot spend. Salaries have not been paid. The national Government is also affected because there is no substantive holder of the office of Controller of Budget. Order No.16 is on the Supplementary Appropriation (No.2) Bill, which we need to dispense with."
