    "content": "The other important point is the issue of adhering to Budget provisions. Every year, this House passes the Budget. It is important that this Office ensures that the national Government and county governments adhere to the approved budgets because it monitors their budgets. We have seen situations where people are using money outside budget provisions. This should not be happening in a situation where we have an effective Office of the Controller of the Budget."
