    "content": "This amendment relates to the figures that had been captured for public participation. When we go for public participation, we do this out of a figure of Kshs1.2 billion that is provided as a block figure. Therefore, at the time we did the Appropriations Act, we had not identified the particular projects. Now they have been identified and the money is now being moved from the Public Financial Management Programme under the National Treasury to the line ministries."
