    "content": "As the Chairman said, they should adhere to the laws of Kenya on budgetary allocations. Early last year, SRC used over Kshs.95 million to purchase vehicles. That money was not allocated for in the Budget. So, they acted outside the law. They have gone ahead to organise a conference without a budgetary allocation. The Chair of the Departmental Committee on Finance and National Planning, Hon. Limo, as well as Parliament, should scrutinise the performance of the Commissioners with regards to adherence to the law. You cannot procure anything that is not covered in a budget."
