    "content": " Hon. Temporary Deputy Speaker, thank you for the opportunity to second this Motion on the adoption of the Report by the Chairman of the Committee. The Supplementary Budget came to make adjustments which were necessary at that point in time. This will fast-track development. We will make resources available to the people. We shall also clear pending bills as we support the Big Four Agenda. The Big Four Agenda was a major area of focus in this Supplementary Budget. This is one Supplementary Budget in which we saw a reduction in the recurrent expenditure and an increase in the development expenditure which is a routine we should be observing over time. We hope it will go that way. We were also able to sustain the requirements of the Judicial Service Commission, so that we can protect their independence. There was also a clear agreement with the National Treasury that they should be observant to the context and content of law when making Supplementary Estimates.
