    "content": "The CBK Mortgage Refinance Companies Regulations 2019 are intended to operationalise the mortgage refinance legal regime introduced to the CBK through the CBK Act and the Finance Act 2018. The Finance Act amended the CBK Act to provide a legal framework for licensing and regulating the mortgage refinance business by the CBK. Section 57(1) of the CBK Act Cap 491 provides that the bank may make regulations, issue guidelines, circulars and directives for the purpose of giving effect to the provisions of the Act and generally for the better carrying out of the objects of the bank under the Act."
