    "content": " I wanted to listen to you carefully first. During supplementary estimates, we have both movements. There is a situation where we are increasing expenditures in other votes while decreasing others. The bottom line is that eventually we are unable to absorb all the money budgeted for in a financial year. The reason is that the money is not there in the first place. If we got time we could discuss that more and more. However, the fact of the matter is that we need to rein in this tendency of trying to mislead the country that we have money yet we do not have.
