    "content": "Hon. Temporary Deputy Speaker, there is even no parameter to determine whether so and so is permanent and the other one is not. It is basically left to the whims of a few people who wake up every day and decide to pay school fees for so and so’s child. This school fees is being paid in the most outrageous way. You find these children in the high level schools and when they go abroad they go to the most expensive schools. When they are in Kenya they go to those schools offering international programmes and yet Kenyan children of tax payers are struggling to go to public schools to get an education. We cannot downplay the contributions some of these Kenyans have made to this country but there must be a guideline."
