That is just a tip of the iceberg, I can tell you from where we sit as a Committee. So, this wanton theft of public funds has continued to happen because the persons who are perpetuating it know that ultimately nothing will ever happen to them, going by past records. We keep on dealing with the small fish and yet the barons remain untouchable. If there is something called a cartel, then it is alive and kicking in the Ministry of Agriculture. It is incumbent upon this House to take a decisive action and dismantle these cartels. If we do not do so, history will judge us very harshly as a House."
