    "content": " Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to also contribute to this important Report from the Public Accounts Committee. First of all, I thank the Chairman, Vice-Chair and Members of the Committee for having done a wonderful job. You have pushed the image of this House to another level in terms of handling reports. They have done a good job having handled the accounts for the Financial Year 2016/2017 and focused on the Financial Year 2017/2018. I congratulate them because the Report is very comprehensive as it touches one very sector. The only issue I want to raise concerns is the public debt. We are informed that the Kenya Government was supposed to pay for the SGR by January this year, Kshs25 billion. The money is supposed to be transferred to an escrow account within 29 days. Before the debt, they are supposed to submit the money to the Chinese investor."
