He has asked for a deferral in order to sit down with the Minister. He is not giving or ceding the authorship of the Bill nor the credit. The Chair is obliged to agree with him if what he wants would advance the course of getting a Bill that addresses the issue comprehensively. So, my ruling is that this matter will be deferred to a period that will enable the Departmental Committee concerned to meet both the Minister and the hon. Member. Mr. Minister and the Mover of the Bill, how long will that take?"
