    "content": "placed an advertisement in the newspapers for proposals on preliminary designs of some barracks and many contractors (all Kenyans) send their proposals. Before the preliminary design was completed, the Ministry terminated that project. They did this before entering into a contract with any contractor and so there were no tenders awarded. So, no money was spent and they owe nobody any pending bills. We discussed with the Member and he has a copy of the Statement. I think he is satisfied and that is why he has not come for it."
