    "content": "2) That the national Treasury has acted within the Constitutional and Public Finance Management Act, 2012 provisions in seeking to stop the 2019/20 equitable share transfers to the 15 county governments on account of non-settlement of pending bills. 3) That the position of the Office of the Controller of Budget (COB) has not been filled and hence the Controller of Budget report on this matter envisioned under article 225 (7) could not be obtained by the Committee.
