    "content": "It is also worth noting some of the other observations that were made by Members of the Committee. Some of them are seated in the House this afternoon. It is said that he who seeks equity must do so with clean hands. It was noted that the national Treasury, even as they seek to take measures against county governments for non-settlement of pending bills, is also guilty of not settling pending bills. So, it was a feeling that even as the national Treasury seeks to stop remittance of money to county governments on account of non-settlement of pending bills, being the bigger brother, or the father or mother to the county governments, they should lead by example. The national Treasury should now act given our approval of the Supplementary Appropriations Bill today. In accordance with the Public Finance Management Act, pending bills form the first charge to the Exchequer. The national Treasury should, therefore, ensure that Ministries, Departments and Agencies of Government settle pending bills, especially the money owed to Small and Medium Enterprises (SMEs) in this country."
