    "content": "This is a serious issue and, as it has been stipulated, I think we should go this way. We should invest in bonds and then translate them as we implement projects. I think this is a good thing to do. It also needs to be explained to us in more detailed terms how it will work, especially with the development partners like the World Bank. For those who have studied this extensively, if we go this way, we need assurances on how it will work and how the money will be borrowed and implementation done without a hitch using the bonds."
