You are supposed to use resources that are voted for in Parliament to carry out functions and work relevant to Parliament and table a report in this House. So, you have already made a ruling that the Report cannot be presented to this House unless it comes formally. Then, if a committee of the House goes somewhere to discuss that Report and utilises Parliament’s budget, should we surcharge that Committee or what should we do?"
