My only concern is the amount set aside for capacity building, evaluation and the rest is inordinately high compared to what has been set aside for the Kenya Rural Roads Authority (KeRRA). I would imagine that an arrangement could be made so that more money is set aside towards actual development rather than administrative expense. Thank you, Hon. Temporary Deputy Chairlady."
