    "content": "These are not unforeseen circumstances; it is a problem of lack of preparedness. We do not have the institutions that can have a rapid response and early warning systems. We used to have the National Operation Centre which involved many departments, but we do not know what it is doing now. We have to look forward in planning, have the institutions that can work but, for now, we call upon the Government to move fast, come up with mitigation measures to support the people who are affected across the country."
