"content": "We have appeared before this House in many instances where every document which has been produced before the House, analysis has been done, Senators have asked questions and responses have been made. I am submitting that this is not the document that can be used to impeach the Governor. There is nothing here in terms of content that meets the constitutional threshold in Article 181 of the Constitution, which talks about gross violation of the Constitution. In terms of the Court of Appeal decision in the Wambora case, the decision in Mwangi Wa Iria and Prof. Chepkwony’s, the meaning of the word “gross” is that we are supposed to make an inference from the facts submitted before the House and show nexus with the Governor, that he is directly attributed to these complaints before the House.
