    "content": "Our submission is that the documentation is inherently opened textured. There are so many gaps and many things which are required to fill it. You cannot make a conclusion. In penultimate, at the end of the day, you will be required to uphold the law and the Constitution. So, we urge that you refrain from political consideration and make a decision that is just and not convenient. This is because we are setting this decision for posterity of devolution, so that we have a system that works for the benefit of the people of Kiambu."
