    "content": "The other issue that is becoming apparent is that towards the end of the submission by my learned colleague, he had misinterpretation of who the parties are. The parties here, in accordance with the Constitution and the County Governments Act, are the Governor and the County Assembly. This House is not on trial. Aspersions against the House are misplaced.
